Securing the border and deporting 11 million illegals is, frankly not all that hard, nor really all that expensive to do.
Billboards showing Rosie O’Donnell, Michael Moore, and Helen Thomas naked in a hot, sweaty, freakymonkeysex menage a trois spaced about every 100 yards saying “Welcome to America!” should do the trick on the border.
(note, this will not work in the north, as it would cause a massive stampede of illegals moving south, and that’s the opposite goal of my plan.)
Then, once the border is secure, a massive ad campaign (in various languages) via print, radio, and t.v. extolling the virtues of living in Canada’s far more generous welfare system and free healthcare, and its higher unemployment rate. Meaning there’re plenty of jobs up there that Canadians just won’t do.
I would advise staying off of any north-bound freeways for about a week.
