not all of them. just everyone I’ve ever tried. in fact, I got that very thing running my Haloscan account this afternoon. I always get that same response. but the Wizbang one works wonders. first try, and whatnot. that’s how I got my ping to work.
I was thinking it might be because I was pinging other sites at the same time, but that shouldn’t really happen. I’m thinking it’s a Blogs-About thing, and nothing to worry that much about. just put up some kinna warning that it might not work, and to try another way.

In case you’re interested, I too have been having trouble tracking back. Haloscan and Wizbang failed me. I was using the regular permalink url (couldn’t find any other trackback url on the page so I assume that was it?).
